材料二:“坚决打好蓝天保卫战”是我国政府2017年重点工作任务之一。***指出,要加强对大气污染的源解析和雾霾形成机理研究,提高应对的科学性和精准性;扩大重点区域联防联控范围,强化预警和应急措施;对偷排、造假的,必须依法惩治;对执法不力、姑息纵容的,必须严肃追究;对空气质量恶化、应对不力的,必须严格问责。
