材料：1977～1985年，科技事业基本是从“文化大革命”中恢复的过程，并开始了科技体制改革的初步探索。根据中国的现实情况，科技政策主要有以下三种形式：一是法律、法令形式的科技政策；二是通过党政领导机关或科研管理机构发布的有关科学技术的战略、规划、计划、决定、条例、规定、章程和制度等；三是以办法、通知、意见、会议文件以及主要领导人代表党和国家的重要讲话等形式出现的科技政策。此外，还有支持科学技术发展条件的政策，如：人才政策（知识分子政策）及相关的教育政策。

结合该阶段国家的科技发展战略和方针，科技政策更多地侧重了技术政策。1978～1979年，中法，中德（联邦德国）、中美分别签订了科技合作协定。还成立了中美科技合作联合委员会。设备进口和技术引进也再度掀起了高潮。这段时间设备进口和技术引进对促进石油、化工等工业部门的建立和发展起到了积极的促进作用，虽然一度造成了依赖国外技术和大量进口零配件的被动局面。但总体来说，此阶段的技术政策还是收到了较好的效果。
