2011年,日本发生的9.0级强地震引发核泄漏事故,在我国公众中掀起了一场抢购食盐风波,这场风波造成了不良的社会影响。无独有偶, 2007年广东和海南等地“吃了得香蕉黄叶病的香蕉会得癌症”的谣传传闻满天飞,致使香蕉价格不正常地大幅下跌,蕉农损失惨重。这里面的原因比较复杂,但公民科学素质不高显然是一个重要因素,但公民科学素质不高显然是一个重要因素,这凸显出提高公民科学素质的紧迫性。

  公民具备基本科学素质,是指了解必要的科学技术知识,掌握基本的科学方法,讲求科学思维,崇尚科学精神,并具有一定的应用它们处理实际问题、参与公共事务的能力。公民科学素质是可以测量的,国际上的通行做法是通过公民科学素质调查获得在“了解科学知识、理解科学方法、理解科技对个人和社会的影响”三方面都达标的公民比例。2010年我国公民具备基本科学素质的比例为3.27%,预计2015年将超过5%。但是,这个水平仅相当于发达国家20世纪80年代末的水平。据中国科普研究所预测,到2020年我国公民具备基本科学素质的比例应超过10%,才能有效支撑创新型科技人力资源的产出、全面建成小康社会目标的实现。可见,提高公民科学素质、时间紧迫,任务艰巨,意义重大。
