材料二 实施精准扶贫、精准脱贫，因人因地施策，分类推进，提高扶贫实效。对有劳动能力的支持发展特色产业和转移就业，对“一方水土养不起一方人”的实施扶贫搬迁，对生态特别重要和脆弱的实行生态保护扶贫，对丧失劳动能力的实施兜底性保障政策，对因病致贫的提供医疗救助保障。实行低保政策和扶贫政策衔接，对贫困人口应保尽保。
