公共场所是公德教育最好的学校

    ①近日,动物博物馆科普策划人张劲硕发微博抱怨来博物馆参观的中小学生缺乏基本礼仪,点名批评北京一所小学——该校学生随地乱扔垃圾。该条微博在网上引发很大反响,被点名的小学公开道歉。这不得不使我们意识到:公共场所是公德教育最好的学校。

    ②子不教,父之过。孩子世界是成人世界的镜像,他们的行为更多的是社会秩序的投射,公共场所既是文化载体,也是公德教育的学校。比如近日有网友发微博称,在飞机上有一个孩子尿急难忍,由于飞机临近降落,厕所关闭,家长当众脱下孩子的裤子让其方便,招致网友一片指责。

    ③公德规范的问题不能置换为道德滑坡,梁启超说:“吾中国道德之发达,不可谓不早。虽然,偏于私德,而公德殆阙如。”有“私德”而无“公德”,才是问题所在。可能在多年以后,对于闹出风波的孩子们来说,早已不记得在博物馆看到了什么,但这场公德教育课是不会忘记的。公德教育没有比公共场所更好的学校了,公共场所是孩子们体会群己边界最直观的场合。试想我们置换场合,孩子们在自己的房间里乱丢垃圾,可能是一个“不讲卫生”的私德评价;孩子随地方便,如果事发突然恰又在荒郊野外,甚至不会有道德评价。可见,没有一个规则明确的公共场所,公德规范和公德教育也就无从谈起了。

    ④从某种程度上来说,公德规范是社会治理的“奢侈品”。解决好法律、权利、公平等重大课题之后,公德规范的紧迫性才会凸显出来。落实公德教育,法律法规要找到可操作的落脚点,个人的道德约束要找到可以契合的标准,让公德在道德和法律之间,成为更具有界定与实践意义的行为标准。

    ⑤当前的关键,是给公共场所赋权,让公共场所具备更明确的规则,具有更多对公德行为进行裁量的空间。以博物馆为例,除了微博声讨,用舆论监督这种不道德行为,有没有其他约束机制,比如对团体、个人采取黑名单制度,限制甚至禁止他们来访参观。观察发达国家的公德规范,大多是标准更细致,执法更有力,公共场所更具权威性,而且更大地发挥社会团体作用。
