材料二  日本首相小泉日前表示,在9月下旬举行的联合国大会上,他将表明日本在不修改宪法的条件下做安理会常任理事国的意向。和以前相比,小采的态度来了个180度的大转变。因此,日本能否成为安理会常任理事国的问题再次成为世人关注的焦点。
