1918年初，北洋政府国务总理段棋瑞核准成立“官商合办龙烟铁矿股份有限公司”，委任陆宗典为督办，负责筹建我国北方最大的炼铁厂。龙烟铁矿股份有限公司马上购进石景山周边千余亩土地，于1919年正式开工建设石景山炼铁厂。
