材料一  林肯政府最初对战争的艰巨性估计不足，1861年7月匆忙组织起来的联邦军在进攻中遭到惨败。战争之初，林肯政府回避南方各州奴隶制的存废问题，拒绝黑人参加联邦军作战，这赢得了北方部分民主党人的支持，并使得西南边境上的4个蓄奴州继续留在联邦之内。共和党内的激进派要求林肯政府扩大战争目标，马上宣布废除奴隶制并采取革命措施。林肯审时度势，1862年5月颁布了《宅地法》。 1862年9月林肯发表了《解放宣言》，宣布自1863年1月1日起，叛乱地区的奴隶从此永远获得自由；凡条件适合者可以在陆海军服役。

    We all maximize（扩大） the meaning of “cool". You can use it instead of many words such as “new" or "surprising"．Here's an interesting story we can use to show the way the word is used．A teacher asked her students to write about the waterfall（瀑布）they had visited．On one student's paper was just the one sentence, “It's so cool．Maybe he thought it was the best way to show what he saw and felt. But the story also shows a lack of words．Without “cool”，some people have no words to show the same meaning．So it is quite important to keep some credibility（可信性）．Can you think of many other words that make your life as colorful as the word "cool"？ I can．And I think they are also very cool．
