材料:1904年清政府颁布了《奏定学堂章程》,该章程是中国近代第一个以教育法令公布并在全国实行的学制,它根据初等教育、中等教育、高等教育等几个阶段的划分,对学校教育课程设臵、教育行政及学校管理等作了明确规定。新教育的创办同时也必须对旧制度进行改革,光绪三十一年(1905)慈禧太后下诏书,自1906年开始,所有乡会试一律停止,各省岁科考试亦即停止。在废除科举制的同时,也采取了相应的补救措施,主要表现在三个方面:其一,从分科递减科举中额逐渐过渡到立停科举使社会具备了一定的心理承受力;其二,新学制的制定和新式学堂的兴起已足够成为科举制的制度性代替物;其三,奖励学堂出身,给学堂毕业生以相应的科举功名,使科举废又不废,不废而废。

    在清末教育体制转型的过程中,各类新式学堂如雨后春笋般地涌现,出现了一个全国性的办学高潮,1909年,全国有学堂58896所,学生1626720人。这个数目,在当时的中国是相当可观的。在创办新式学堂培养新式人才的同时,清政府还采取了鼓励出国留学的举措。于是,在清末又出现了一个出国留学的热潮,在人数最多的1905和1906年,留日学生就高达8000人左右,这个数目也是惊人的。
