   “三农”问题一直是党和国家工作的“重中之重”。2017年的中央一号文件就是《中共中央、国务院关于深入推进农业供给侧结构性改革加快培育农业农村发展新动能的若干意见》。

    材料一  该文件指出要深化粮食等重要农产品价格形成机制和收储制度改革。如,坚定推进玉米市场定价、价补分离改革,即玉米价格市场形成,玉米生产者随行就市销售;健全生产者补贴制度,即由原来的价格补贴变为直接对玉米种植者给予补贴;鼓励多元市场主体入市收购,防止出现卖粮难,国家不再进行临时收储;采取综合措施促进加工转化,多渠道拓展消费需求,加快消化玉米库存。

 材料二  该文件还提出要大力发展乡村休闲旅游产业,利用“旅游+”、“生态+”等模式,推进农业、林业与旅游、教育、文化、康养等产业深度融合。打造各类主题乡村旅游目的地和精品线路,发展富有乡村特色的民宿和养生养老基地。鼓励农村集体经济组织创办或与社会资本联办乡村旅游企业。大力改善休闲农业、乡村旅游、森林康养公共服务设施条件,在重点村优先宽带全覆盖。完善休闲农业、乡村旅游行业标准,建立健全食品安全、消防安全、环境保护等监管规范。支持传统村落保护,维护少数民族特色村寨整体风貌,有条件的地区实行连片保护和适度开发。
